This statement would be directed to the prefectures of Tokyo, Osaka and other metropolitan areas of Japan, encouraging local governments to instruct their inhabitants to only leave their homes to make basic necessities purchases, as well as the closure of schools and businesses. Local governments would also ban the use of closed spaces to avoid crowds, such as stadiums and cinemas. Under current policies, the government body can only instruct companies and organizations for "voluntary isolation."
Additionally, under a state of emergency, prefectural governments may, under certain circumstances, expropriate private property and facilities to establish emergency hospitals, request medical supplies and supplies even from those who refuse to sell them, and request assistance from the private sector for the transportation of supplies.
The actual situation
The Tokyo Prefecture alone reported 143 new positive cases for Coronavirus last Sunday, accumulating a total of 1,033 cases in Tokyo alone. Health officials are particularly alarmed by 64% of new cases (92 cases) that have no apparent cause. Knowing the routes of infection is the key to establishing policies to combat the pandemic, and efforts so far have been directed at identifying and isolating positive cases.
The metropolitan government previously previously ordered high schools to remain closed until early May, and asked local boards of education to consider this same decision for elementary and middle schools, however, the government cannot enforce this decision.
